[PreSale Question] Add Extra Module

Hello at all and Happy New Year.
I have 1 small question.
I want to ask IF admin can and Rapidshare accounts (from admin panel) (at admin
And users upload files without need to use their own account.
Files must checked with md5 and if allready this file exist script must give the download links.. and not upload the same files again..

Can admin or anyone make this module ?
