Encoding - HTML

Hello

In french, we use plenty of ' in words.

When i create a HTML template, the wysywyg program or perl script transform all " into ' and deletes all my ' in words. (do i make sense ?)

Im also having problems with encoding characters.
You do not seam to set a charset.

Where could i modify the charset ?
Is there a option in the wysywyg program to not delete the ' and replace the " with ' ?

Sorry for all these questions, but its hard to find much doc around...
