Have a problem and don't know what to do.

My web host screwed up my entire site and I finally was able to get back online but in the process of all this I backed up my SQL database so I could do a fresh install and then add my SQL data back so my users could keep their logins.

Well, I did all that and successfully uploaded my backed up SQL to the DB and at first glance everything looked good, but no one can log into their accounts not even myself as admin.

It has to do with the encrypted passwords in the DB, this is an example of what one looks like: 9Ä·¡

How the hell do I fix this? This is extremely important!
