| Max file downloads on admin configuration simply mean, how MB its limited to downloaded or how many files limited to download maximum ? |

its counts on downloading X files from IP Y ?
so if for guests/unregister I set 50, so they can download 50 files form our server ? or based from 1 ip only allow to download 50 files and they are no longer can download from same ip forever ? |

No.
If you set unregistered to 50, and a file has been downloaded over 50 times, unregistered users will no longer be able to download that file. |

unregistered users will no longer be able to download that file means 1 files 50 times or any files 50 times limited. |
