Nginx Server with no Wrong IP but there's another issue

Hello Admin Sibsoft, I would like share my problem.

Issue wrong IP is done but when change IP download can not resume if our
IP change from network, could I used all Ip can resume download if our
provider in Indonesia with dynamic IP?

When error wrong IP, if users changed IP we could still downloading resume
but now we can not.

Our users claim to me, and I need your support.
Could you setup nginx fileserve with all ip can resume downloading and
with no wrong IP when users downloading.
