1) Is it possible to set the affiliate options to pay out different rates for different countries?

2) Is it possible to only count completed downloads towards an affiliates quota?

1) Yes, with Smart Points mod.
2) Completed downloads can be counted with "100% Complete mod" (which require nginx mod as well).
