SMART POINTS NOT WORKING

Hello any help would be appreciated.I recently realized my smart points mod is not working.I have the following in my XFSConfig.pm :


# Define how many points to add per each type of downloader
add_points_anon => '1',
add_points_reg => '1',
add_points_prem => '5',

# Add points only when filesize > X
points_filesize_limit => '4',

tier_sizes => '0|10|100',

tier1_countries => 'US|CA|GB',
tier1_points => '5.00|5.00|5.00',

tier2_countries => 'PR|DO|HN|MX|CL|CO|TH',
tier2_points => '2.10|2.10|2.10',

tier3_countries => 'OTHERS',
tier3_points => '1.90|1.90|1.90',

But all users from all countries are getting 1 point per download.Is there some config here that is wrong or how do I trouble shoot this?

Check that you have GeoIP.dat in /cgi-bin/ and that script can read it.

I do not have that file GeoIP.dat in my /cgi-bin , It is not in the 1.7 script I downloaded from the client area .
