try install on localhost

hi, I'm newbie in here .
i wanna ask you instalation on local PC with xampp.

i had do this step :

1) Copy all files from "cgi-bin" into your cgi-bin folder (or folder where your perl scripts running)
Copy all files from "htdocs" into your htdocs folder (folder with your HTML files).

then go my browser
http://localhost/cgi-bin/install.cgi

and

Server error!

The server encountered an internal error and was unable to complete your request.

Error message:
couldn't create child process: 720003: install.cgi

If you think this is a server error, please contact the webmaster.

what i miss?

if cannot, i want try on free web hosting like 000webhost.com.

after install and done. while click upload an error occurred

The requested URL /public_html/cgi-bin/upload_status.cgi was not found on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

need help..
