the problem you have is that it cant find the cgi-bin
there are a few solutions
1) your mod rewrite doesnt works , so it doesnt go to cgi-bin
2) your files does not have the permision setted to 755 so they can not execute ( 644 is php only , chi works with 755 or it will not works)
3)your cgi-bin folder got wrong permision ( 755 )
4) your config of the alias dir is wrong (instead /home/cgi-bin does it go to /bin/apache/cgi-bin and that folder is emty ??)
but i geuss it is option 2 that will works for you if you get a 500 error
if you get a 404 error then it is option 4
