I do not have video streaming...for fileserver it's ok if you don't do video streaming and limit users to max 100kb/s with nginx
video streaming needs more ram at least 16 and 1gb line because streaming must be at least 250-400kb to stream it fluid and fast

First of all increase means to top up something. To make it more!
At start of your project you will have around 3-100 users online at the same time.
If you have an affiliate program it can easily raise to 300-1000 users online at the same time downloading, uploading etc.
your database then needs to do many connections and finally your server will IDLE. It will breakdown of too many connections!
And I talk about SSD drives! Not SATA drives here! With SATA's it can be that it will only work till 500 users!
It loads and loads and it will show blank page or connection error....then you will loose users!
So for the start it is ok. But if you want to go big you must invest and better be prepared before this happens!
But if you cannot invest more it's ok for start.
i would recommend to start with 3 fileservers otherwise everything will slow and uploads could freeze!

if you really want to have that much traffic you will need more ram or seperate the database to additional ssd server in raid5 or 10
file server is not good for your type of business.
I would take at least 1x1gb line or 2x1 gb Bonding
better 10gb line!

but for raid 10 you need 4 discs!!!
e.g. 4x2TB = 8TB
8:2 = 4 TB ~ 3600GB +- (TEMP for UPLOADS at least 500 GB!!!)
= 3000-3100 GB SPACE! (3TB)
so when you have 4 discs with 2TB you can use 3TB only but with security!
do not use RAID 0 only!
RAID1 (2 discs mirrored) is a must but RAID 10 is best for file servers

go with an e1230 or e1240 this is ok!

SATA3 7200K 6GB/s -> space and cheap (e.g. 2TB / disc)

SSD ~ 550MB/s -> ULTRA HIGH PERFORMANCE AND VERY EXPENSIVE
1x SSD 120/240/480 GB ~ $200-500 / 1 disc!!!! depends on space
but some servers limit the speed of the discs.
e.g. smaller HP servers just allow 3GB/s for the discs
also you should think about an hardware raid controller or if you install it software wise.
google for hardware raid vs software raid
now decide
remember:
your setup will cost you $3000 / month with that much users
traffic/hardware etc
you need admins / programmers that work 24H
with this much users you need at least 10 file servers!!!
