XFileSharing Pro - Individual Users free speed setting in my account

hi,
one of the filehost have this option, that is, in my account they have "free user speed limit"

that have mnimum and maximum speed, so uploader can set the speed for their files in http://xx/affiliate-settings.html

is this mod or default feature ?
