You don't have permission to access /cgi-bin/index.cgi on this server.

apache error log was showing

Options ExecCGI is off in this directory: /home/admin/domain/cgi-bin/index_dl.cgi

fixed it by adding

<Directory "/home/admin/domain/cgi-bin">
AllowOverride All
Options FollowSymLinks +ExecCGI
Order allow,deny
Allow from all
</Directory>

in the httpd.conf

will this cause any security issue?
