What do you mean by stronger? File server needs to have more disk space. Main server needs more ram and cpu

They are two different components.

Main web need CPU
Fileserver need DISK iO and Memory.

If you had a server administrator he would find out what you need for your main web server, and what to keep your fileserver running.

Each XFS site is different depending on what size of files are served.

Would this be sufficient for a file server?

Atom D510
1.66Ghz 1MB Cache Atom (Dual Core)
4 GB DDR memory

For 100Mbit it should work.

Any higher output speed, and it will get overloaded fast.
But again depends on what filesizes that is served from it.

I'm using 1 GBPS. Would it be worth it to get this instead?

i3 2100T 2.5Ghz 3MB Cache
4 GB ECC DDR3 SDRAM

each site is different. You might need to do a learning by burning.

You havent shared much info that would help any of use estimate what you need.

the cpu is good enough, the ram is on the low side, if you have like 4 x 2 tb harddrives in it you could sustain something like 400-500 mbps on that I guess..

A good server configuration should like this:

1 or 2 Quad Core CPU´s
min 16 GB RAM ( better more)
HW Raid 5 with 4x 2TB
and minimum 1 Gbit connection...
