apache settings depends on the load and the users on it

it doesnt depend on the server , the server itself is just to take care of how mutch request it can handle in total

to provide a example

you can set max requests at 10k , but 5k will make a bigger differend on lower populated sites then 10k

the best would be to start messing around with it and find your own perfect value based on users that are active at all time

same for the my.cnf , that are mysql tweaks and need to be handled with care

to high value let your server crash ( if to less people are on it to handle the requests)

to low value will make the site slow (to many requests to be able to handle it)

so that value need to be tweaked and incrased to when more people are visiting your site

to explain it in short
if you get more visitors then incrase the value's
if you got less visitors try to keep it as low as posible (even if you got a super computer)
