XFileSharing Pro - Question about "Next download delay"

Alright, so I've done some research on the form and gained some clarification on how "Next download delay" works.
My unanswered question is:

If a (registered) user's IP changes constantly, would "Next download delay" effect that user account or the IP of the user?

For example,

An anonymous user's IP can constantly change and "Next download delay" would reset because the anonymous user has a new IP. If the anonymous user creates a registered account, would "Next download delay" still have the restriction on the user's IP or the user's registered account regardless if the user's IP changes?
