RTL languages

Hi,
I've been asked to translate all the templates into Arabic by one of my customers. I could see that it's very easy to Arabize the templates but I the Arabic letters appear as sequares, I tried to add some META tags to the main.html template like:
<meta http-equiv="Content-Language" content="ar-sa">
<meta http-equiv="Content-Type" content="text/html; charset=windows-1256">

But it didn't work, Is there any other way to achieve that?
