What are 'IP2Files'? How often should I clear them?

When visitor views a file, IP2Files save information (ip, refer url .etc...). When you click on number view of any file, you will see the saved information.
How often you want to clear this information is up to you. If you make monthly payments to users, you'll want to have a higher setting to review accounts for cheating.
