You shouldnt publish direct links because: a) they're expiring b) they will work for your IP only. You should publish links which are you seeing right after upload. it is much better than apache in such aplication.

I don't thik this is a bug, in my case all users are using same proxy so they are using same IP address , i think the best is to be using cookies.
