For those being hosted on sites like servage, is there no possible way to edit the script to bypass the caching problems?

Use this tiny script to test this out:

Just upload 3-5 mb file to it so upload will take more than 5 seconds to make sure.
If it says Won't work then it's upload caching and you should contact server admin to handle this.

well , you can use the meta cach trick ??
just put exiring date at 1972 or so
then it never cach a single page because the cach is exired ^^
or the custom php that you can use in htacces
make your own php ini or in some cases you can make your own http.conf in htacces (some values can beoverriden with it )
if that not works , then i sugges to go to a other host or to put your website on a dedicated server (wasnt it on 1 already ?)
