What is the best setting

What is the best setting for
1. Upload threads
2. Users limits> Max threads

note:- i use Xeon server with 1gb port.

lol no body know :D
My site work fine more then 2 year with Upload threads 10 each and Max threads 100

What is your server specs & daily traffic to your site ?
