(Ban file signature) what is this?

what will happen if i tick this option in abuse reports?

This will attach file md5 signature to abuse record, so all files with same signature won't be saved after upload.

so if someone uploaded same size, name ..etc it won't accept the upload

Yes. We first check size, then check md5 signature. Filename doesn't matters at all.
