XUpload - DONT WORK IN WINDOWS + APACHE?

i have Windows XP and Apache 2.2

when i try use the xupload in popup i have this error message:

You don't have permission to access /cgi-bin/ajaxupload/upload_status.cgi on this server.
Apache/2.2.4 (Win32) PHP/5.2.3 Server at localhost Port 80
