Sounds like a file permissions problem, so check on that.

If I come across that error in the source, I'll comment further.

You have to delete your symlinks... What I do is that I rename the FILES folder to FILES.bak Create a new FILES folder move the env.php and index.html in to the new files folder. Problem Solved.
