From Where do you buy IPs?

Just a general query, from where do you buy extra Ips?
I am planning to buy extra IPs so that I can use alternate IPs if my site's IP get banned.

small server or vps with high bandwidth, install proxy on it and use it with you script.
and you can use it for backup too.
