XUpload - xupload initial setting

I bought Xuploadpro 2.5
installed in window 2000 server O/S
Installed apache with PHP
Installed perl
Directory path
Folder: Perl, PHP, MySql, WWW
-WWW sub directory Folder
--appserv, cgi-bin, htdocs (all original files)

CGI Files:
CGI/XUPLOADPRO/
-*.cgi etc
- digest
-HTML
-Styles
-temp
-templates
-uploads

.htaccess (default)
upload_form_tiny2.html
action=http://59.188.7.xxx/cgi-bin/xuploadpro/upload.cgi?
Other setting is default

xuploadconfig.pm
temp_dir => 'E:/www/xuploadpro/temp',
target_dir => 'E:/www/cgi-bin/xuploadpro/uploads'

Other setting is default

I am able to open the web and not able to upload file.
No message on error.

Please correct me if there are mistakes and thank you for your help in advance
