try looking on freelancer sites and hire a designer there.

@paromi said, go to Freelancer.com and hire somebody to do the work for you. You can find many graphic designers there, who know how to make templates.

Because this is a script, there is no pre-made skin, this will be a custom job (costly). So you better have some budget for it.
