XFileSharing Pro - Random country payments

I do not have any kind of mod on my PPD setup. In fact i have only just opened it up and am looking closely at it.

For some reason some IP's in some countries are paying but other IP's in the SAME country are not. For instance, a file downloaded from say France will pay out but another file downloaded in France will not pay out.

My settings:

Give no profit when IP match file uploader IP
Give no profit when usr_id match file uploader usr_id

Both are ticked.

Add money is set to 0 for all files.

Is there a way of setting up payments by country without any mod bought?

check if that ip has already been paid in last 24hours

also check settings for, Max money last 24 hours $ from same User / IP address
