I opened a US bank account to avoid fees from paypal. The way to do it is to look for a bank that has branched into USA that is also located in the country you live in. If you ask them they will help you create a bank account located in the US. There may be other ways, but this is how I did it. Good luck!

paypal charges a conversion rate fee for all currencies. If you handle mostly USD getting a US bank account will help you avoid those fees.

I can't tell you if Citibank will do it for you as I'm not with them, but I don't see why they wouldn't. You are giving them extra business by opening an extra account and transferring money through them. I told my bank exactly what I am using it for, it is not illegal. They were fine with it and opened my US based Bank account for me immediately.
Book an appointment with your financial advisor and tell them what you need. Doesn't hurt to ask
