XFileSharing Pro - How does "Max file downloads" work?

I am really confused about the "Max file downloads" feature.
couldnt find it working in cron.pl does it exist in index.cgi and run on the 10th download of a file?
what happens to all the other files uploaded by previous anons

i think you limit downloads per ip or something, i thought it was max downloads of files globally and auto delete
